I just installed xampp on windows and created a vhost as you did 
(respectively as described in the wiki).

i had the same errors. did you first install fluxcms in a subdir? such 
as http//localhost/bxcms? if yes, delete the conf/configxml and run the 
installer again. that should do it as the .htaccess-file is different 
(you could adjust it, that).
