The JS- and CSS-includes are defined within the "html_head"-template of
the master.xsl (or overwritten in e.g. blog.xsl).
Usually you have one CSS (default: main.css). You could just add your
definitions there or link to a separate CSS, again in the html_head-part.
For the javascript it's the same. There are some javascript-includes in
the blog.xsl you can check out.
