change doctype to XHTML1.0 STRICT

Hi,

I changed all lines in themes/mytheme/*.xsl to

    <xsl:output encoding="utf-8" method="xml"
    doctype-system="http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd"
    doctype-public="-//W3C//DTD XHTML 1.0 Strict//EN"/>

but the Browser's show HTML Source still shows 

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

What else has to be changed to get strict 1.0 working ?
