A little clarification: the idea behind "Campsitization" of HTMLArea (link
the user interface to user rights) was not so much to prevent users from
accessing certain basic features, like those for which shorcuts exist, but
to allow for maximum uncluttering of the user interface, if such a thing is
needed in a given publishing environment.

just a though, the shortcut are working, so even if the user doesn't have
the right to do BOLD, s/he can press CTRL+B to get access to it?!
