1) Database changes when upgrading from 2.1.x to 2.2[3] - Images are
taken out from database and stopred at filesystem
2) if database did not change from 2.1.5 to 2.1.9 it should be ok to go
stright.
3) when upgrading to 2.3, templates and files from /html are not
transfered - known bug, fixed in 2.3.1 which is not yet released.

If I were you, I would backup database and templates, than went stright
from 2.1.5 to 2.3.0 and than move content of look folder.
If it works, you are done.

BTW, upgrading from 2.1.5 to 2.1.9 is work for 15-20 minutes, so if the
only problem you are solving is the upgrade, I would simply upgrade to
2.1.9 with cost almost zero and than I would upgrade to 2.3 which way
went a lot of people and is safe :-)
(btw, I went stright from 2.1.7 or 2.1.8 and got no problem.)
If you choose the longer way prior weekend, you would be already on 2.3
now :-)
