The way I would go:

---- current environment ----
1) Have 2.1.5 installed and working

---- upgrading campsite ----
2) Untar sources of 2.3
3) cd pathtosources/campsite
4) ./configure
5) make
6) make install
7) You have now upgraded 2.1.3 to 2.3, but some files were not moved

---- templates ----
8) copy templates from old 2.1 to 2.3
9) correct templates that does not work, there are some issues like need
of /look/file.tpl instead of file.tpl in links and images

---- phpwrapper ----
10) If you use phpwrapper, delete old /look/phpwrapper
and /look/.htaccess files and install latest one from campware site.
Note, that new location of files is not in /html/look but in /html
Also if you use some external php scripts like phpAdsNew on the same
html, you need to move it to a new
location: /usr/local/campsite/www/instancename and if you are using
phpwrapper and these external apps, you need to modify .htaccess
