  General recommendation is to think about total cost of ownership. Costs on training, deployment, following on support, and customization can unpleasantly surprise. 
  Anyway, more specific criteria to a great extent depend on your specific needs and your priorities.
   
  Why do you actually need a CMS? Content reuse? Version control? Collaborative work? Workflow management?
