It doesn't sound like unreasonable requirements. I guess that almost any 
–also low cost—CMS’ will be able to honour them. It’s more a question of 
*how* they implement these features.

When it comes to open source CMS recommendation, Plone, Typo3 and Ez 
Publish is often mentioned. Of cause it depends of your specific use 
case. Personally I rely on Plone in a couple of implementations and 
think it’s what comes closest to a "real" CMS in the Open Source word. – 
As opposite to the *Nuke hell that’s dominating the picture in php web 
publishing.
