There is quite a bit of info on the site but not the particular answer to
this question.  The MCMS plug-ins for Visual Studio are a separate check-box
in the installer.  So if you have MCMS installed, but not the VS plug-ins
you need to re-run the .MSI install package and choose "Modify existing
installation" then check off "Developer Tools".  If I had any hair left I
would have torn it all out trying to figure that out.

It sounds as though you would be wanting a copy of Microsoft Visual Studio.
With VS you can create new MCMS projects/solutions and can
create/browse/edit all MCMS templates.

There's quite a bit of information on Microsoft's website.
