The FCKeditor is very basic, but it may be an option if it must be free. 
Another free editor is htmlArea 
(http://www.interactivetools.com/products/htmlarea/), but the latest 
version with cross-browser support is also still in beta (and has been 
so for a very long time - I do not know if it is still under development).

However, IMO there are a number of much more advanced and better 
commercial HTML editors available. Two of the best are our own HardCore 
Web Content Editor (http://editor.hardcoreinternet.co.uk/) and KTML 
(http://www.interakt.ro/products/KTML/). Both of these are 
cross-platform with support for Microsoft Windows Internet Explorer as 
well as Mozilla on Macintosh, Linux and Unix etc; and they also include 
the source code for easy customisation - but they are not free.

Disclaimer: I am strongly biased towards the HardCore Web Content Editor 
as it is one of our company's products.
