Obviously, I am biased as I work for HardCore, and what makes a product 
"best" depends on your individual requirements and preferences, so you 
should definitely check out a number of different editors.

When testing web content editors, I recommend that you try to use it to 
create a "real", complex web page. Many web content editors may look the 
same, but there may be significant hidden differences in how they handle 
creation and editing of more advanced "real" web page content. 
(Programming a basic web content editor is quite easy, but more advanced 
fuctionality and cross-browser support requires quite a bit of tricky 
programming and testing to handle web browser differences and bugs).
