Thanks to all for the tips! 
I'm evaluating all the suggestions made. So far BaseCamp looks the
easiest
to use (important for the success of adoption by the users)..but I can't
try
it out without sending credit card information .. not good..

Along with net office and dotproject I am evaluating HYPERLINK
"http://www.hipergate.org"http://www.hipergate.org.  They all seem to
specialize in different feature/functions but all seem fairly good.
Similarly, with OSS CMS packages knowing what feature/functions you want
up
front is imperative.
