You can also use a completely blank attribute:

alt=""

FYI, 'alt' is an attribute...not an actual tag.

And, yes, all images should have an alt attribute. Only images that are part
of the content (ie, are an integral part of the information that you are
trying to communicate to the end user) need an actual description.
