cms or not cms

hi,

I am looking for a simple (and simple to use) CMS (or editor?) that would
generate stand-alone HTML pages that we can use for promotions and e-mail
newsletters (gallery-type pages to display offers). 

Basically, I would like to make it possible for the non-computing guys to
put together and view webpages by
-choosing templates and number of products to display
-uploading pictures and texts of their choice

So the main point would be 
-the ease of use for the business guys - so that they have to deal with the
content only,
-possibility to modify/add templates for the computer guys.

I do not think we need something very complicated, as there is no database
behind these pages, and we do not want to create websites.  

Any idea on what would be suitable for us?

I would be greatful for any suggestion or advice.
