Content management and e-government

Hi y'all,

I'm brand new here and I was hoping perhaps someone can help me with 
something. I am researching a County government in the US and their 
implementation of a content management system (it happens to be IBM's 
Content Manager).

Here's what I am interested in (published sources or not):
1) Experiences of content management in government (especially US 
County government).
2) Experiences of content management as a part of an e-government 
initiative.
3) Experiences of IBM Content Manager in government or any other type 
of organization.
4) Any insight on social/organizational/political issues of content 
management selection and implementation.
5) Anything else you can think may be of interest to me :-)

I am not sure it's the custom here, but it is on some other lists I'm 
on, that you post the replies you get back to the list, and I am 
certainly happy to do that if it's the lists' wish.
