Based on your subject line, I suspect that you meant to send this

email when you said "virtual book", I started to think Wiki.  We use 
Media Wiki (which is used by wikipedia.org).  However, Wiki's don't 
generally work very well for access control requirements where certain 
individuals only have rights to edit certain pages.  The Wiki model is 
too fluid and non-hierarchical for a robust ACL system to easily lay on 
top of. 

There are a number of really good Open Source CMS that you could use.  I 
would start by sub selecting down into applications that use a 
technology that you are familiar with (PHP, Python, or Java are the main 
ones but others are written in Perl, Tcl, or  .NET).  Below are some of 
the leading OS CMS  by language.  All of them should meet your 
requirements except for the commerce part.  Some CMS have a good 
extension model with many developers writing extensions.  For example, 
Typo3 has extensions for commerce.

Java:  OpenCMS, Lenya, Magnolia
PHP: Typo3, Drupal, Mambo, Midgard, eZPublish
Python: Plone
.NET: DotNetNuke (DNN), Rainbow
Tcl: OpenACS

some of these applications.
