It depends really. If you're spending upwards of $500K on a package like Vignette (licensing only, mind you) is there really a return unless your systems are absolutely hosed? What's it worth to the organization to have an orderly process for all content authors, editors and managers? And a work flow for publishing? Does it matter to your IT Auditing group if they have a Sarbanes Oxley process documented for change control? Or do you have that many builds? Do you have a commercial site with a lot of price changes? Do you need to update the look and feel of your site regularly? Has Marketing weighed in on how much they think sales will increase because of the redesign? Will sales increase with a redesign only? Are there alternatives to personalizing content? Just because it's a web site doesn't mean you have to use a CMS, you can feed a .csv into a database to change prices. Also, determine where the bottlenecks are in the current production process. Is it on the business-side (authoring and approving content)? Or is it on the IT-side (creating and managing the content)? I've worked with a company that created a CMS which needed an IT build every time they created a new content type because it required a database build. That kind of defeated the purpose. Or didn't put in a templating system for authoring so IT had to fix the process and create a new interface post-implementation (no, I didn't define the requirements on either...)
