I think there is another way of saying this, called "Cost of Doing
Business," (or CDB) which is a legitimate if less sexy alternative
evaluation to ROI.

CDB says that certain expenses, especially capital expenses, cannot be
adequately justified using traditional ROI measures, but are still
worthwhile.  In personal finance, a typical example is replacing the
roof on your house: you know you have to do it every X decades, but what
is the ROI for doing it this year?  It is a cost of homeownership.

In a business setting, an example could be upgrading your phone system.
There may be no immediately-calculable ROI, but you will want to upgrade
your phone system every several years if voice communications is
essential to your business.  

If Web communications is essential to the your business, then a proper
management system could be considered a cost of doing business.
