This is a site where the site owner has defined a simple standard mark up
and then you as a designer can post you CSS and show how much the design can
be changed based on the same mark up. Directly related to the implementation
cost because this allows you to roll out easily different versions for
different audiences and user devices.

Also, Web Accessibility Initiative (WAI) (http://www.w3.org/WAI/) has
lobbied strongly CSS for a long time now.

Personally I think CSS is well worth doing provided you have access to
appropriately skilled people.  The main roadblock is the lack of consistency
in support by browsers, and unfortunately this is not going to get much
better with IE7.

I don't think a CMS should have anything to do with dictating the structural
markup your templates produce.  It should entirely come down to your
preference and business/audience goals.

Hi all,
As part of a capstone experience for my degree, I was planning on doing
some formal research on the tables vs. CSS for layout debate.  Does
anyone have any suggested reading on this topic?  I'm hoping for
materials (books, papers, journals) that have formally addressed the
topic especially as it relates to implementation costs, CMS, long term
effects, business case, etc.
