Not considered that one, but will.  As a rule most of the users will be 
completely new to CMSs so I want entity names to be as close to plain 
English as possible.

Sorry those should be seperate.  You can apply a template to a page or group 
of pages.  A layout is something the user can apply to the page content to 
provide a pre-defined structure.  As a general rule only the system admins 
will get to play with the templates whereas all editors/contributors will 
have access to Layouts.

Either way I need to be able to differentiate between them.

That is a bit like a layout, although we will be implementing drop in bits 
of functionality like auto date, download list, etc which would be more 
appropriately classified as a snippet.
