In addition to Hilary's ideas for a more detailed differentiation of
templates you could consider 

Input template - to describe the form users fill out within the CMS.

Output template - to describe the design template which controls the
look and feel out the page usually only updateable by administrators/new
media team members.

Layout template - something the CMS user can apply to the page content
to provide a pre-defined structure e.g. data table (As a general rule
only the administrators/new media team members will get to play with the
templates whereas all editors will have access to Layouts).

"Template" is one of the most confusing terms in CMS-land. I personally
use template to describe the form that users fill out to enter content
into the system. Some CMSs call this a data entry template or data
capture template.

Then there's the page design template -- i.e., different predefined
layouts for pages on the site; section owners may choose which design
template to use for a new page or subsection, for example.

Maybe that differentiation is helpful.
