I have always refererd to a web based forms whether are part of the 
public site or the admin system as a form, using other terms could 
ultimately lead to confusion.

Thinking about this further I actually think that the design template is 
probably best to be referred to as just the Design.

Then pre-defined layouts available in the editor could legitimately be 
considered to be Templates, a paradym that that most users (who would 
have at least word processing skills) would be able to relate to.

Does that make any sens.
