recycling the CF service and calling the update like 
this: /webtop/login.cfm?updateall=chelsea 
seemed to have made a difference.... Thanks 

It came back with the message that the app is refreshed. 

But now when I log in i get nothing but a blank screen... 
url still reads 

http://www.teratech.com/webtop/login.cfm
