Install doesn't create site files?

I just finished the install of 3.0 and completed updates. This is my 3rd install and everything in the Admin panel is working great.. Only problem im having is that the site files are not being created. I seen a post of 2005 with this topic and that fix didn't help mine. Does anyone have any ideas. What can I do get a site working within farcry? Doing local install.
