Admin Panel Login Error from IP other than local

I just finished the install of 3.0 and completed updates.  I ran the
installer from 127.0.0.1 did the updates and made the following admin >
config files >general
changes:
changed the
locale to en_US
richtexteditor tinyMCE
plugins FU = yes

Issue:  When connecting from another computer the ( server IP is
147.19.99.82 ) the main site comes up fine but when trying to login to
admin panel from that IP it gives a error.
so im trying to login to admin panel from
http://147.19.99.82/farcry/login.cfm
 Element RETURNURL is undefined in URL.

The error occurred in D:\Apps\farcry_core\tags\navajo\Login.cfm: line

Can anyone give me any ideas?

Win 2003 Enterprise Edition  Pro Service Pack 1
IIS 6
MSSQL 2000
CFMX7 with updates
Farcry 3.0 with updates completed

Apps/fourq
