We are already investigating SiberSafe (slowly because we still have to keep up with the doc production workload) and they will more than likely be our pick. They have a focus that fits with what we want and their architecture allows us to grow into some of the extra modules over time.
Vasont contacted me recently and may be worth another look.
I looked at Author-IT a while ago and was concerned about the lack of XML but it was the lack of a mechanism to handle conditional text within a topic that ruled it out (things may have changed since but the XML thing still bothers me).
I'm not prepared to recommend anything mid- to high-range until we've played in the shallow end for a while.
