worflow question

Hi,
I'm exploring the concept of the rights in Jahia, and i have a question about workflow : 
Is there possible to have many user with admin right(for publish page) for a page in order to publish page if all the admin user have validate the changes in the page OR the higher admin user have validate.?
Ex :

tree site :
home_page -> section1 ->..
                 -> section2 -> ..
                ...
for example,
i would define user1 (with rw )in section1, user2 (with rwa) in section1 and user3(with rwa) in home_page
and i would have section in publication if
(user2 has validate changes AND user3 have validate changes)
or
user3 have validate changes.



For resume, i would have many validation level, and publication is ok if all admin user have validate OR the higher admin user have validate.

Yet, if i would have only user2 for validate publication, i would block inherance of user3 for the section1.
