read-only users

Hi,

For one of our jahia sites we had a restricted 125 user license.  We now
have almost 400 users, however only 2 or 3 of them are actually editing
content.  The rest of the users only login to gain access to protected
file downloads.  The registration form we've made on the site adds these
users to a group 'Members' which has no write permissions, only read.
Is there a special group that they need to be added to so they're not
picked up as 'write' users?  Or should jahia recognise that they only
have read-only permissions?
