I think this could be implemented as an extra (optional?) relation between users , a user has one manager and a manager has 0-n users (the manager is also a user of course). Another solution is to define an optional 1-1 relation between a group and a group manager (a user).

I have seen similar requirements coming from other customers and have to think about how to realize it and what to give as an answer. Of course I can tell the customer that the current behaviour satisfies all his needs but its interesting discuss the topic.

Maybe one could motivate this feature if it is a very large organization with 100+ publishers with general amin authority and 1000+ writers without ability to publish. Then you could define who should be notified by defining a relation instead of narrow the admin attributes of the content.

If the customer is worried about this I will look into the notification mechanisms and figure out how to filter out who to send the notification mails to.
