virtual site management

I'm having some issues with virtual site management.  I created a new
virtual site, but when I go to the management screens, I am always shown
data from the original site.  (This occurs even though I choose the newly
created site from the select box.)  

So, for example, I enter admin, I choose the new virtual site, I click to
manage portlets, and I'm shown the portlets from the original site.  

Note that even after I set the new virtual site as the default, I can only
manage the original site.  (Maybe because it's the lowest site id?)

I greatly appreciate any input.
