This method in ParamBeans tries to find the site in the following order:
 - site key
 - host name
 - page ID
 - default site
 - from session

I would like to know if it does not make more sense to change the order of
the last two, that is that you first look in the session and then take the
default site? We have a use case, where it makes sense like this. We are
calling some popups via Struts actions and this URLs do not have site keys
or page IDs in it, they have the host name, so in production environment
this will be the way to recognize the site. But in development we call
several sites via the same host name. In the Struts popup we are trying to
get the SiteSettings, which are in a container on the homepage of the
site. This works very well, if the site key is taken from session rather
then from the default site.

Is is possible to change this sequence or do you have use cases, where you
need it like you have?
