two servers

Hi ... I need the following:

Having a workflow with three stages ...

1 - Write content (user)
2 - Validate (manager)
3 - Publish (another manager)

The thing is that we need two servers (development server and production
server). In the development server would be possible to view contents in any
stage of workflow ..., and in production server only view published contents
...
The two servers must be in different phisycal servers .., and must share the
same database


Is that possible ?? How ??
