Workflow Notification Requirements

Hi We have a customer with the following requirements. I tried to look through the documents provided under the "Documentation" section of the website but could not find a concrete answer. Please help. 1. Is it possible to customize email notification at various stage of a workflow: Content created, approved, rejected, published etc.? Is it possible to switch on and off notification at site level, page level, template level etc.?
