As you mentionned it, Categories Management is only in the Commercial
Editions of Jahia (reasony why this is greyed-out... Ideally we would
need to only displayed the available option according to the current
Edition in the Admin Center but we encountered some HTML/CSS issues
and had not the time to do it... Perhaps in a future release).

However the News box can perfectly be use. Just add a new pahe of
type News. Enter your news there. Then add a box of type News on
another web page. You shoud see your news in the box. This allows you
to directly reuse your news on several web pages.

In the Commercial Edition, you can categorize each one of your news.
Then you can also categorize the box of news on a certain page. This
will filter and only display the news which belong to this category.
So on the News Archive Paghe, you will have all the news and on the
other pages you will only have a restricted set of news (eg.. only
the news which belong to the "marketing" category or to the "Pr"
category, etc...)
