Cant import site

I hosed up an install of Jahia so befor i wiped it out i took an export and
the export looks good however now that i've re-loaded Jahia and i'm trying
to import the zip file i'm just getting the following error in
catalina.outand no feedback on the screen.

1264680 [2007-02-08 11:18:38,483] [org.jahia.admin.sites.ManageSites] ERROR
- Cannot create site

Any ideas what i'm doing wrong? I chose upload as well as put the file in
/tmp/export.zip and made sure the web server had permissions and still
nothing.

I tried 5.0.1 and current CVS releases and nothing.

Need latest CVS releases because i can't create a page from the main page
(throws jahia error) so hopefully its not becuse CVS is broke.
