Yes, looks like a bug. Please enter it in JIRA (www.jahia.org/jira)

A workaround it to use an UTF-8 installation of Jahia (just select UTF8 
during the installation wizard in the advanced view and, if you use another 
database than HSQL, customize it in order to support UTF8) and it will work 
fine. In all the cases, if you plan to use "special" characters, always 
prefer UTF8 to standard ISO.
