Getting edit mode URL of a page in live mode

I have a menu item, which is created like this:

<content:absoluteContainerList id="generalPagesList" name="generalPages" 
pageLevel="1">
        <content:container id="generalPages">
                <content:pageField valueId="allPartners" name=
"allPartners"/>
        </content:container>
</content:absoluteContainerList>  

<a href="<c:out value="${allPartners.url}"/>"> some_text  </a>

In LIVE mode, the allPartners.url opens the page in live mode. In EDIT 
mode the allPartners.url creates the URL for the edit mode.

Is it possible to always get the URL for the edit mode, so that clicking 
on the link in the live mode, will automatically open the allPartners page 
in edit mode?
