Character conversions?

If I declare a small text field and the user inserts a string with special characters like ÅÄÖ the characters are converted to &Aring; &Auml; and &Ouml;

What value is stored in the database? When does the conversion take place?

Is it possible to retreive both versions of the string by using tag attributes?
