How to make separate configuration file for publications

Hi All

I am working on Lenya 2.0.
I want to make a config file(xml) in which I can put my application 
configuration like email ids etc. And I want to configure my publication 
in such a way that the configuration are available to my publication 
pipelines and its modules pipelines just like I am able to fetch 
publication ids, areas etc. in pipelines.
