Really strange...

Do you have errors in logs associated with this ?

Are you sure that all your java processes are stop when you restart your
services ? (I had sometimes stranges behaviour and observe that they are
due to some zombies Tomcat process, that not all shutdown on stop command)

This is the real url or just an example ?

because, yep, it's seems me that the authoring/ without nothing fire an
access deny, but not other url.
And I'm not sure about the stability of a publication that name
publication...
