Hint: Force cache flushing after installation of SNAPSHOT or site release

When adding a developer SNAPSHOT or installing a site release - actually the cache on the public contexts should be flushed - but it is not happening.
(See SUGGEST-35)

The user may be confused.
We may should add a hint concerning this "issue" to avoid SUPPORT tickets in the future.

Some explanation:
Cache is storing the rendered HTML - it also may store css.
When you update a light module and are installing it as SNAPSHOT or site release on the NOW subscription package - and if the cache is not flushed:
- The updates can be seen on the author context
- public context - which serves the content from cache - will still show the old version

I propose to create a small includable which can be applied to
- Installing a snapshot
- Installing a site release in $env.
