Publish despite broken links

Hi all!

we currently have the following setup:

All users have the project manager role and then are member of different 
groups to edit different parts of the website.

If users now want to publish pages with missing resources, they are not 
allowed to do so - the publish button is missing:

Is there a possibility to enable publishing despite broken links without 
usage of the role "VFS resource manager"?
Because when adding them the role "VFS resource manager", the permission 
settings set on parts of the website will be ignored.

Is this a bug?
