Modules mechanism in OpenCMS

Please help my memory: are .zip files in the modules directory automatically imported into OpenCMS (here 16)? I'm importing a bunch of modules that were running under OpenCMS 9.5. I copied the WEB-INF/packages directory over to the new server. I did a cd WEB-INF/packages/modules mv -n ../*.zip . Then I tried to "import module from server" but I'm getting told: Cannot import module from source "/var/lib/tomcat9/webapps/ROOT/WEB-INF/packages/modules/2014-08-04-kukus-Sandkasten.zip". It is already installed. OTOH, the module is not listed in the VFS. What is the correct way to import a module from server?
