You could for sure write a Python script which walks the ZODB  
hierarchy and eliminates the superflous folders. (but I can't create  
this in 5min either ...)
But actually I don't think thats necessary, empty accounts do not  
really hurt after all and the creators of the account might  
'associate' with OGo a bit through them.

Anyways ...
