no login screen on Redhat9

First post and got a problem already :-) .

 

I have the following issue with OpenGroupware: after setting the root
password, no login screen is available. Log output (the two lines I'm
concerned about are highlighted):

Opengroupware is hidden behind Apache 1.3.29, talking to PostGres. I'm
using the apache plugin to connect to Opengroupware. The platform is
Redhat 9 (Fedora). When deleting the root password in the database, I
can again see the initial root interface. The whole trouble appeared to
start when putting Apache in front of Open, using the mod_ngobj. When
connecting locally at first, I could set root password and also create a
user. Once Apache was in front of it, not even the local login using
http://localhost:20000/OpenGroupware would produce the login screen.
