OGo has a _great_ WebUI. On the other side like all other software it obviously can't catch the requirements of all, so complementary additions make a lot of sense. Plone is quite good at providing very simple but customizable UIs and it might indeed be an option to write an optional, less powerful but simpler UI using Plone. But both are complementary products with a VERY different focus, one can't really replace the other.
