It would be nice to have options. eg: FS projects moved to svn and db projects 
left in the db. I dont know the consequences however if FS was removed, as it 
may impact other aspects of OGo, ie: publication? or integration with third 
party integration efforts ie: serving pages via apache or some other 
application. Come to think of it all three would probably be ideal for most 
use cases where third party integration is a factor.

again and option of both would be practical to accommodate local svn installs 
where a common log on sequence would be practical and then a remote log on 
capability where the svn server is not part of the local LAN. ie: remote 
office locations

not sure at this point as Im not clear on what the overall objective, criteria 
or use cases are.
