I've not found this to be the case, even on 802.11b

The nature of placing phone calls is also such that /if/ call setup should
fail for some reason, then the person will just click again.

Undesirable, but not a show stopper.

The efforts involved in effecting communication are abstracted by a
number of SDKs for a variety of platforms. All most developers have to
do is simply construct the message they want to send at a semantic level
and call the equivalent of a xAPsend() method/function.
