Actually the dial icon can also trigger OGo CTI plugins. We have one 
for the STLI interface of the TeamCall server:
   http://www.ilink.de/home/en/cti/products/TeamCallServer/

I suppose the same could be done using some VoIP protocol, but I have 
no idea about that.

Anyway, the external scripting feature of the dial icon is a 
workaround. The real idea is that this is handled by a CTI plugin.
