Unicode in OpenGroupware v1.0a

Hello,

I installed latest version of Debian packages for Sarge from
http://download.opengroupware.org v 1.0a. I read that in 1.0 version
will be unicode support already but still my opengroupware works with
iso-8859-1. Is necessary something setup? What I do wrong?
